Local taxes are levied in Bedford County on property by three distinct
authorities - the county, the borough or township and the school
district. There are 38 boroughs or townships and 5 school districts. The
result is a range of tax millage on property from 56.25 per thousand to
88 per thousand. Property taxes are the bulk of local taxes in Bedford
County. There is a small per capita county tax of $5.00 on county
residents levied by the county and school districts. There is a tax of
1% or ½%, depending on the place of residence and on earned income as
reported on the Pennsylvania income tax return.
Property assessment is done by the county based upon 1957 replacement
cost of the property. The value is determined by a review of the type,
condition and land-use category of the location of the property, then
correlated with a set of 1957 construction cost tables maintained by the
county. No adjustments are made for current market value. Changes in the
taxes on any property must be by decision of one of the authorities
involved or by a decision of the County Commissioners to change the
percent of the costs at which the taxes are assessed. This currently is
set at 100% of the 1957 replacement costs.
